Harry Perlman was born on 2 December 1917 in Bucharest, Romania. He entered active service on 9 November 1942 and was naturalized on 8 April 1943. He completed the 4th course graduation at Camp Ritchie on 6 March 1943 as an interpreter and interrogator in French and German.

Perlman graduated from the fourth course at the Military Intelligence Training Center, Camp Ritchie, on 6 March 1943. His military education record lists the French Interpreter course at Camp Ritchie in 1943 and Combat Intelligence at the American School Center in England in 1944.
