Terry II was a Ritchie Boy. He was born on Philadelphia, Pa., Dec. William received his early education at public schools in New Castle and Wilmington, Del., and was graduated B.A. in 1942 at the University of Delaware. He did graduate work in English at Sophia University, Tokyo, Japan, in 1949-50 and in law at George Washington University in 1952-53. In 1942, during the Second World War, he enlisted as a private in the U.S. Army Air Forces and in 1942-43 attended the Air Force Technical Schools, Chanute Field, III. After serving for four months in 1943 as a link trainer and celestial navigation trainer instructor at the held, he attended Tank Destroyer Officers’ Candidate School at Camp Hood, Tex., for three months. Commissioned a 2d lieutenant. he served as a tank destroyer unit commander in 1943-44, and later in 1944 he transferred to U.S. Army military intelligence and took a photo intelligence course at the Military Intelligence Training Center, Camp Md. He was an instructor of terrain intelligence, tactics, and intelligence technique at the latter camp in 1944- 45, and later in 1945 he was assigned to the G-2 (intelligence) section of General Headquarters (GHQ), U.S. Army Forces Pacific (AFPAC) stationed first in the Philippines and then in Tokyo, Japan. Terry began his work in fisheries in 1946, when he was assigned to the Natural Resources Section (NRS), GHQ, Supreme Commander of the Allied Powers (SCAP), in Tokyo, to accompany the first postwar Japanese whaling expedition to the Antarctic as the U.S. Army’s representative. In that capacity he was responsible for ensuring compliance with the International Whaling Convention rules and other directives of SCAP and to improve the efficiency of the whaling fleet. In 1947 he was discharged from the Army with the rank of captain. From the latter year until 1951 he served as a civilian whaling specialist with NRS, GHQ, SCAP in Tokyo. In that capacity he accompanied a second Antarctic whaling expedition; supervised Japanese whaling in the Antarctic, the Bonin Islands in the north Pacific, and in coastal waters; and studied fish regulations on the high seas. His work was considered instrumental in the rehabilitation of the Japanese whaling industry. In 1951 Terry joined the Fish and Wildlife Service of the U.S. Department of the Interior, Washington, D.C., as a specialist in its Office of Foreign Activities. Five years later that office was transferred to the Office of the Commissioner of Fish and Wildlife Service, and in 1958 Terry became director of the Office of International Relations of the latter. In October, 1966 the functions of the Office of International Relations were transferred to the Bureau of Commercial Fisheries, Department of the Interior. He was then assistant director for international affairs in this bureau until 1970, holding the additional position of acting deputy director of the bureau during 1968-70. In 1966 he was also chairman of the Planning, Programming and Budgeting Task Force for the bureau, which developed a five-year program. In October, 1970, the bureau was transferred to the newly formed National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce, and thereafter until the close of his life Terry was director of the Office of International Affairs for NOAA. From mid-1950 until the time of his death, he participated in most of the significant international fishery negotiations, often acting as spokesman for the U.S. delegation or as head of the delegation, and he participated extensively in the work of the major U.S. fishery commissions. commissioner to the International Commission for the Northwest Atlantic Fisheries in February, 1971, Terry was instrumental in achieving acceptance of more effective and sophisticated concepts of international marine resource management off the East Coast of the United States. The latter marked the first use of such a technique in an international fisheries management body. At the time of his death Terry was leading an intensive U.S. effort to win international approval for further new and innovative changes he viewed as necessary to achieve the sound management of fisheries resources in the northwest Atlantic.
