Leon Samuel Roudiez was born on 18 November 1917 in Bronxville, New York, to Colonel Leon S. Roudiez and Lulu Roudiez. After his father retired from the Army, the family lived in Germany and France. Roudiez graduated from Stanislas College in Paris in 1935, earned a law degree from the University of Paris in 1938, and completed an M.A. at Columbia University in 1940.

Roudiez enlisted on 9 December 1940 and served in the Second Corps Area G-2 section and the Counter Intelligence Corps. Commissioned through Signal Corps Officer Candidate School in 1942, he served with the Alaska Defense Command at Fort Richardson, Dutch Harbor, and Attu before instructing at Camp Ritchie (Class 8). In Europe he lectured troops preparing for the invasion of France, served with 12th Army Group in the Normandy and Northern France campaigns, and worked with the Counter Intelligence Corps in liberated Paris. He reverted to inactive status as a captain on 10 January 1946.
