Richard O. Weber (1914–2005) was a U.S. Army captain assigned to the foreign liaison detachment at Camp Ritchie, Maryland, who also served as an aide to Latin American officers at Fort Sill.

Richard O. Weber was born in 1914; a wartime notice placed his home in Dayton, Ohio. He served as a U.S. Army officer with the foreign liaison detachment of the Military Intelligence Training Center at Camp Ritchie, Maryland, and as an aide to Latin American officers visiting the Field Artillery School at Fort Sill, Oklahoma.
While on that Fort Sill duty he was promoted from first lieutenant to captain. A 20 December 1945 Lawton Constitution clipping reported the promotion. He died in 2005.
