William Carmalt Scull Heyl was born on 24 March 1924 in Philadelphia, Pennsylvania, the son of John B. and Mrs. Heyl of Ardmore. He studied international affairs and Russian with an eye toward diplomatic service (contemporary notices place him at Stanford; other family notes mention Princeton at enlistment).


Heyl's Pennsylvania World War II compensation records identify his branch as the Army Counter Intelligence Corps. They record active service beginning on 3 March 1943 at New Cumberland, Pennsylvania, foreign service beginning on 10 May 1944, and honorable discharge on 9 November 1945 at Fort George G. Meade, Maryland. He trained at Camp Ritchie and served in the European Theater, including with the 20th Corps.
He entered active duty on 3 March 1943 at New Cumberland, Pennsylvania, took infantry basic training at Camp Wheeler, Georgia, and was screened at Virginia Polytechnic Institute before [[Camp Ritchie]] ([[Class 16]]). Overseas from May 1944, Heyl served as a staff sergeant in the Counter Intelligence Corps with XX Corps—the “Ghost Corps” of Patton’s Third Army—in Normandy, Northern France, the Rhineland, and Central Europe.
