William Albert Wegner (roster title Wegener) was born on 22 March 1894, the son of Adolph Wegner of Brenham, Washington. He graduated Ph.G. from the Medical Department of the University of Texas at Galveston and later married Luella A. Wegner of Clifton, Texas.

He entered service as a Reserve officer on 16 April 1942. On 26 November 1943 he entered the Military Intelligence Training Center at [[Camp Ritchie]], Maryland, graduating on 3 February 1944 with [[Class 15]]. Wegner then served with the 41st Infantry Division as a G-2 order-of-battle staff officer in the South Pacific, including Biak, the Philippines (Zamboanga), and Jolo, for about eight and a half months. He received the Asiatic-Pacific Campaign Medal with one star and the Philippine Liberation Medal with one star, and was discharged on 16 November 1945.

Wegner, a veteran of both world wars, died on 6 June 1988 at age ninety-four.
