Stephan was born March 23, 1916 in Munich, Germany, but was an Austrian citizen. He was educated in Vienna, and became a naturalized United States citizen on April 13, 1943. Major, Special Service Officer, Camp Hale, Colorado, he made an outline, and some suggestions in regard to organize a recreational activity within the camp, as well as in regard to the decorating of different localities. Many of his suggested points were carried out. Stephan had reading knowledge of Italian, Latin and Hungarian, and speaking knowledge of French and German. He also graduated from Camp Ritchie, and was in the process of almost completing officer candidate school at the time of his letters for consideration, which was dated December 23, 1943.
