William M. Terry (1920–1973) was a Ritchie Boy (from United States; Protestant) who trained at Camp Ritchie in class 20.

Biography

. William received his early education at public schools in New Castle and Wilmington, Del., and was graduated B.A. in 1942 at the University of Delaware. Terry began his work in fisheries in 1946, when he was assigned to the Natural Resources Section (NRS), GHQ, Supreme Commander of the Allied Powers (SCAP), in Tokyo, to accompany the first postwar Japanese whaling expedition to the Antarctic as the U.S. In 1951 Terry joined the Fish and Wildlife Service of the U.S. Five years later that office was transferred to the Office of the Commissioner of Fish and Wildlife Service, and in 1958 Terry became director of the Office of International Relations of the latter. In October, 1970, the bureau was transferred to the newly formed National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce, and thereafter until the close of his life Terry was director of the Office of International Affairs for NOAA. From mid-1950 until the time of his death, he participated in most of the significant international fishery negotiations, often acting as spokesman for the U.S. delegation or as head of the delegation, and he participated extensively in the work of the major U.S. fishery commissions. commissioner to the International Commission for the Northwest Atlantic Fisheries in February, 1971, Terry was instrumental in achieving acceptance of more effective and sophisticated concepts of international marine resource management off the East Coast of the United States. At the time of his death Terry was leading an intensive U.S. effort to win international approval for further new and innovative changes he viewed as necessary to achieve the sound management of fisheries resources in the northwest Atlantic. Terry II died in Fairfax County, Va., May 6, 1973. He was born on Philadelphia, Pa., Dec.
