- Born 1913 Born in U.S.
- 25 November 1943 — Graduated Class 12.
- 1 September 1945 — Capt. Speer relieved of duty with ALSOS Mission. Assigned as Asst to Military Attache at American Embassy in London.
- 17 May 1946 — Promoted to Major.
- 21 February 1947 — Relieved of duty with Manhattan Engineer District and assigned to Central Intelligence Group (OSS, Branch ORE).
- Served with MII Fr 421 Team, 30th Infantry Division.
