Martin F. Herz (1918–1983) was a United States Army Captain associated with Camp Ritchie, Maryland.

Biography

In 1937, he graduated Columbia University (BS) then post-graduate for 2 years. Martin , director of Georgetown University's Institute for the Study of Diplomacy and former American Ambassador to Bulgaria, died of cancer today at Georgetown University Hospital. He attended Oxford University.

He attended University of Vienna.

He joined the Foreign Service in 1946, and in his first 20 years served in American embassies in Vienna, Paris, Phnom Penh, Tokyo and Teheran. He served as minister counselor for political affairs at the United States Embassy in Saigon from shortly after the Tet offensive in 1968 until just before the invasion of Cambodia in 1970. After his return to Washington in 1970 he became the senior Deputy Assistant Secretary of State for International Organization Affairs and held that post until 1974.

He was appointed Ambassador to Bulgaria in 1974 by President Gerald R. Before his assignment to Saigon, he served in the State Department as country director for Laos and Cambodia. He was the director of Georgetown's Institute for the Study of Diplomacy.

He wrote six books and contributed many articles to professional journals, magazines and newspapers.

He retired from military service as a Major.
