Eugene Halley Manley (19 March 1917 – 25 April 1979) was a Missouri-born engineer and Ritchie Boy (Class 14) who served overseas in the European and Pacific theaters and later rose to colonel.

Biography

Eugene Halley Manley was born on 19 March 1917 in Joplin, Missouri. He graduated from the College of Civil Engineering at the University of Arkansas in 1939, then spent about two years with the Army Engineers at Fort Leonard Wood, Missouri, and Fort Belvoir, Virginia.

In 1943 he transferred to the Military Intelligence Division, War Department General Staff, and was stationed at Camp Ritchie, Maryland (Class 14). On 10 April 1943 he graduated from the Command and General Staff School at Fort Leavenworth, Kansas. Manley served overseas in the European Theater and in the Pacific and Southwest Pacific, advancing to lieutenant colonel during the war years.

He continued in service through Korea and Vietnam and attained the rank of colonel. A Fifth Armored Division yearbook photograph from Camp Chaffee, Arkansas (1952), documents him later as a G-2 officer. He died on 25 April 1979 and is buried at Arlington National Cemetery.
